Gambia signed the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty on 20 September 2017 (http://ift.tt/2wPbN8V [treaties.un.org]).

Madagascar ratified Second Optional Protocol to the International Covenant on Civil and Political Rights on 21 September 2017 (http://ift.tt/2xxnk0b [treaties.un.org]), together with the Optional Protocol to the Convention against Torture.
